Does sanitizing do anything if the ducts are just dusty?

Usually no. Desert silt and gypsum dust are inert. They do not host microbial growth. An antimicrobial fogged over loaded supply boots just coats the dust. Removal comes first, always. Sanitizing is a finishing step, not a substitute for a brush and vacuum.

Where it earns its keep is moisture. Cased coils and condensate pans foul during monsoon humidity. Legacy evaporative cooler ducting and ceiling drops on older west-valley and central homes carry mineral scale and real biological growth. Surviving under-slab systems in central-valley ranch homes collect silt and take on water. Those are the jobs where an EPA-registered product labeled for HVAC surfaces belongs, applied to the surface it is listed for.

Porous surfaces are the limit. Torn inner liner on R-4.2 or R-6 attic flex cannot be sanitized. Shedding fiberglass gets replaced. Duct board plenums absorb; they do not wipe clean. If a return plenum is pulling 160°F attic air through unsealed framing cavities, sealing that is the fix, not chemistry.

We will say so when sanitizing is not the answer. Odor at the registers after a remodel, or ash intrusion from a regional wildfire event, often traces back to the blower wheel and filter track instead.
